                   MODERATOR VACANCY INVESTIGATION (MVI)
                    moderated group soc.culture.estonia

This is a formal Moderator Vacancy Investigation (MVI), begun because 
moderated newsgroup soc.culture.estonia is not functioning, and may have 
been abandoned by its moderator(s).

This investigation will attempt to verify the reasons for non-function, 
and may result in the removal of the group or the selection and 
installation of a new moderator.  In practice, the Big-8 Management 
Board considers the third alternative -- changing the status of the 
group from moderated to unmoderated -- as likely to cause more harm than 
good.

RATIONALE:

Probe posts to this group resulted in bounces.

CHARTER

soc.culture.estonia is a moderated group, providing a universal forum 
for discussing Estonian culture, history, language, affairs, news and 
politics.

One important point here is that it will be OK to post in Estonian to 
soc.culture.estonia.  The tasks of the moderator would be the following:
  * to point people asking a frequently asked question to the FAQ
  * to reject clearly inappropriate posts such as:
     + "Cheap phone calls", "Green card ..." and other  postings with a 
subject bearing no relations to Estonia
     + postings devoted solely to offending other posters
  * to reject posts that are faked.
  * to reduce cross-posting by pointing posters to the (small!) set of 
groups in which a post would be appropriate.
  * coordinating regular newsfeed

HISTORY OF THE GROUP:

The group passed its vote on 7 March 1995, 182:32.  It was active from 
January 1996 until mid 1997.
