This is a formal Request For Discussion (RFD) to unmoderate the
moderated Usenet newsgroup soc.culture.galiza .

RATIONALE: soc.culture.galiza

We are the managers of the robomoderated newsgroup soc.culture.galiza. The
robot is located in a computer of the University of Santiago de
Compostela.  The university is changing its e-mail server, and the new
system won't be able to host the robot.

If soc.culture.galiza were a lively newsgroup we would try to find a new
placement for the robot, but the group has a very very low volume. On
the other hand, from the beginning of the newsgroup there were a lot of
complaints about delay in publication of messages. So we think this would
be a good time to transform the group from moderated to an unmoderated
one.

Other solution would be let die the group, but we prefer the first
one. So our question is, what are the steps to transform a newsgroup from
moderated to unmoderated?

EXISTING CHARTER: soc.culture.galiza

soc.culture.galiza was created in 1997. In that time crossposting was a
serious problem for newsgroups, so the proponents tried to avoid it, and
just it, using robomoderation. You can read the "LAST CALL FOR VOTES" in
http://www.redegalega.org/scg/cfv.txt . The moderation policy was clear
about this:

: soc.culture.galiza will only employ robomoderation.  Human moderation
: is NOT included.

: The robomoderator will screen every article submitted to
: soc.culture.galiza. It will unequivocally reject any article
: crossposted to four or more newsgroups other than soc.culture.galiza.

But this was 9 years ago. Since then new internet developments have
appeared as spam, web-forums, etc that have affected the life of
newsgroups, and that make crossposting much less relevant. Furthermore
robomoderation introduces a delay that a lot of users find annoying, so
they prefer to use web-forums.

PROCEDURE:

As this is fairly untested ground, we have decided to discuss the
unmoderation of an existing newsgroup before anything is changed.  Please
discuss this proposal in news.groups.
