This is an official announcement from the Big-8 Management Board.

In response to concerns regarding the lack of a formal quorum rule in
the internal Board voting policies, especially in regards to the use of
explicit abstentions, the Board has updated our voting rules to add three
sub-points to Rule 9:

  9.  Issue votes are won by a simple majority of votes cast, not counting 
      abstentions.

   I.   A vote requires at least half of the active members voting or 
        explicitly abstaining in order to be decisive.
   II.  If a vote is not decisive, the issue remains undecided, and options 
        such as further debate, tabling the issue, or altering the question 
        being voted upon may be pursued.
   III. Members are encouraged to abstain only in exceptional circumstances, 
        but each member is free to use his/her judgment to determine when 
        abstention is appropriate.

news.groups.  If you would like to further discuss these new policies, please 
contact the Board directly, or respond in news.groups.  (Note that the
Board will be on vacation from December 20th to January 10th, but we will
