PROCEDURE: The B8MB plans to begin voting on this proposal after five days. Please offer any final discussion or comments before the end of this waiting period. Voting may take up to one week (7 days); a result will be posted following the end of the voting period. All discussion of this proposal should be posted to news.groups. There were several spam messages made to the unmoderated groups. Apparently 'network' means "find marks for Ponzi scheme". RATIONALE: remove comp.networks.noctools-remove This sub-hierarchy is associated with a catalog of noctools sponsored by the IETF, and at one time maintained at Washington University in St. Louis: ftp://wuarchive.wustl.edu/doc/noctools The catalog is no longer maintained (and I could not find it on the Washington University ftp site). comp.networks.noctools.announce has not had any approved messages since August 1995. comp.networks.noctools.tools has not had any approved messages since September 1994. The unmoderated groups comp.networks.noctools.{bugs|d|submissions|wanted} have not had any messages related to the catalog of noctools sponsored by the IETF, and at one time maintained at Washington University in St. Louis: Some of the unmoderated groups have rare posts that may be appropriate for comp.dcom.* groups such as comp.dcom.net-management. Note that the removal of the comp.networks.noctools.* sub-hierarchy will have the effect of eliminating the comp.networks.* sub-hierarchy, since it has no other groups (and no other such groups have ever existed). This RFD is part of a proposal to remove 31 low-traffic former-INET groups.
