                  REQUEST FOR DISCUSSION (RFD)
             unmoderated group comp.protocols.bitcoin

This is a formal Request for Discussion (RFD) for the creation of the
moderated newsgroup comp.protocols.bitcoin

RATIONALE:

Satoshi Nakamoto's invention, Bitcoin, consists of two main parts,
a global public ledger, and broadly speaking, a protocol for interacting
with the system for purposes of transacting or querying information.

Presently, there is no newsgroup that serves discussions on the further
evolution of the Bitcoin protocol.

With a newsgroup dedicated to all matters concerning the evolution of
the protocol, both experienced users and hobbyists alike will be able to
participate in discussions.

Outside of Usenet, a small number of moderated message boards and 
mailing lists are devoted to Bitcoin discussions.
A number of these resources have been critized for exhibiting 
overzealous moderation or even outright censorship.

An unmoderated newsgroup that will almost certainly be archived for
perpetuity will serve the needs of Bitcoin users, developers and
researchers for years to come by allowing free exchange of discussion,
advice, tips, and questions.

Message archives will ensure that in future, users will be able to draw
from this base of answers and insight, much like what is now possible
with other newsgroup archives from the late 80s and 90s.


CHARTER:

The newsgroup comp.protocols.bitcoin is intended for all discussions
regarding the evolution of the Bitcoin protocol. 

Discussions of other cryptocurrency protocols are welcomed in this
newsgroup provided they are for purposes of comparison or inspiration
to the Bitcoin protocol.

Discussions not related to the Bitcoin protocol are not welcomed.

Posters to this newsgroup are asked to refrain from harrassment, 
personal attacks, and disruptive communication. Articles containing
binary computer files including, but not limited to, programs or images,
are forbidden. HTML posts are discouraged.

Posters are expected to abide by normal Usenet standards of decorum,
and to ignore articles intended to disrupt the group.

Posters should exercise their best judgment and use consideration for 
the copyright laws of their country. If in doubt, ask.

Those who wish to influence the development of this RFD and its final
resolution should subscribe to news.groups.proposals and participate in
the relevant threads in that newsgroup.  This is both a courtesy to 
groups in which discussion of creating a new group is off-topic as well
as the best method of making sure that one's comments or criticisms are 
heard.

All discussion of active proposals should be posted to
news.groups.proposals

To this end, the followup header of this RFD has been set to
news.groups.proposals.

If desired by the readership of closely affected groups, the discussion
may be crossposted to those groups, but care must be taken to ensure 
that all discussion appears in news.groups.proposals as well.

We urge those who would like to read or post in the proposed newsgroup 
to make a comment to that effect in this thread; we ask proponents to 
keep a list of such positive posts with the relevant message ID.

Such lists of positive feedback for the proposal may constitute good
evidence that the group will be well-used if it is created.
