                   bulk creation of "obvious" groups

The Big-8 Management Board has decided by vote to implement the bulk-creation
experiment.  The vote was 6 in favor, 1 opposed, and two abstentions/no-votes.

Additionally, the Board has voted to adopt the proposed template, with a
vote of 4 in favor, 2 opposed, and three abstentions/no-votes.

Finally, the following groups were selected as the "most obvious" from
the original list, again by vote (from 6 members of the Board):

        comp.internet.services.google
        comp.internet.services.social.myspace
        comp.internet.services.video.youtube
        comp.internet.services.wiki
        comp.phone.mobile
        comp.phone.mobile.iphone

        rec.arts.tv.news.oreilly-factor
        rec.games.online.mmorpg.world-of-warcraft
        rec.games.video.microsoft.xbox360

These groups will be created at a rate of 4 per week for the following
four Mondays.  The names are still up for discussion in
news.groups.proposals.

CHARTER:

This newsgroup was created as part of a trial "bulk creation" newsgroup
creation process, in which "obvious" newsgroups are created without specific
proponents or charters.  Users of this group are urged to formulate a more
specific charter and/or newsgroup description for this group, and to propose
them in news.groups.proposals.

If this group is not used within the next 18 months, it will be removed.

news.announce.newgroups.

Advertising, spam, and excessive crossposting are prohibited.  Messages must
be plain text only (no HTML, pictures or other binaries) with the exception
of X-Face headers or PGP-type signatures.  Posts should be on-topic for the
name of the group, subject to future interpretation by the overall group
culture.
