This is a formal Request For Discussion (RFD) to remove the moderated
newsgroup soc.culture.pakistan.education.


PROCEDURE:

The B8MB plans to begin voting on this proposal after five days.  Please
offer any final discussion or comments before the end of this waiting
period.  Voting may take up to one week (7 days); a result will be posted
following the end of the voting period.

All discussion of this proposal should be posted to news.groups.proposals.

No comments were received.


RATIONALE: remove soc.culture.pakistan.education

Note: There are separate RFD's proposing the removal of
soc.culture.pakistan.moderated, soc.culture.pakistan.education, and
soc.culture.pakistan.history.  It is not necessary that all 3 groups
share the same fate.  It is conceivable that one group be removed, one
converted to an unmoderated status, and one assigned a new moderator.

The last approved article submitted to soc.culture.pakistan.education
occured in April 1998.  Over the next two years, there were about a
dozen approved articles cross-posted across the entire
soc.culture.pakistan hierarchy that were not specific to
soc.culture.pakistan.education. There also were continued posting of
FAQ's and similar materials.

If soc.culture.pakistan.education were removed, discussion of
education in Pakistan could occur in the unmoderated
soc.culture.pakistan (SCP), and where topical, in the unmoderated
SCP.politics, SCP.religion, and SCP.sports.

Alternatives include:

(1) Removal of soc.culture.pakistan.education.

(2) Assignment of a new moderator.  It may be feasible to simply block
cross-posts and do spam filtering.

(3) Convert the group to an unmoderated status.  It should be noted
that the group was chartered as a moderated group to "keep the
discussions specific to the topic and to cut out any noise from this
serious newsgroup."

If the group is converted to an unmoderated status, an effort will
need to be made to get servers throughout the world to recognize the
change.  To this end, facilitators should be appointed, who can inform
users of the switch, encourage ISP's and NSP's to switch.  Errant
submissions should be directed to the facilitators so that they can
see that they are posted to the newsgroup.


HISTORY: 

The newsgroup soc.culture.pakistan.education was created in June 1996
as part of a re-organization of the soc.culture.pakistan (SCP)
hierarchy that included creation of the moderated groups
SCP.moderated, SCP.education, and SCP.history; and the unmoderated
groups SCP.politics, SCP.religion, and SCP.sports.  The
re-organization required about 9 months, including a re-vote due to
irregularites during the first CFV.

The newsgroup soc.culture.pakistan was created in March 1990.  There
was a proposal to convert the group to a moderated status in February
1991, but it never proceeded to a vote.

During the two year active period of soc.culture.pakistan.education
from June 1996 to April 1998, there were roughly 20 threads per month.

The last approvals specific to soc.culture.pakistan.history were in
April 1998.  There were about a dozen approvals widely cross-posted
across the soc.culture.pakistan hierarchy the following year.  In
addition, there were continued posting of FAQ's and other guidelines
that continued through 2006.

Pakistan is a fast developing nation.  Unfortunately, the literacy
rate is among the poorest nations.  The Government allocates less than
1% of its budget for education.  It is now basically up to the
Pakistanis to help the fellow citizens.  A good solid efforts have
already culminated in the form of mushrooming private colleges and
universities.  Government policies, funding, good syllabus,
accreditation, libraries, text books and human resources are lacking.
This newsgroup is intended to foster discussions and to bring together
those who may be willing to help in.  Moderation is needed to keep the
discussions specific to the topic and to cut out any noise from this
serious newsgroup.
