RATIONALE: Remove low-traffic former INET groups.

The INET distribution initially existed in parallel to (but within the
namespace of) the regular Big 8 Distribution.  Over time, leakage between
the two distributions made them virtually indistinguishable.  Nonetheless,
their independent origins resulted in no checkgroups messages being issued
for the main Big 8 distribution for several years.

Since at least 1991, there have been proposals to formally move some of
the more successful INET groups to the Big 8, but little ever ever came of
this, perhaps due to indecision about which groups merited being moved.

In October 2002, the moderators of news.announce.newgroups announced that
the INET groups would be included in future checkgroups messages.  This
decision was made so as to facilitate issuance of checkgroups messages for
the Big 8, rather than recognition of which INET groups had demonstrated
traffic or interest.

This proposal would remove 31 of the the former INET groups that have
little or no traffic, and in some cases overlap or duplicate newsgroups in
the main Big-8 distribution.

subscribe to news.groups and participate in the relevant threads in that
newsgroup.

between the two distributions made them virtually indistinguishable.
Nonetheless, their independent origins resulted in no checkgroups messages
being issued for the Big 8 distribution for several years.

Since at least 1991, there have been proposals to formally move some of
the more successful INET groups to the Big 8, but nothing ever ever came
of this, perhaps due to indecision about which groups merited being moved.
At least 7 groups have been added to the main Big 8 distribution by the
voting process:

  comp.sys.handhelds (passed vote, but list not updated)

In October 2002, the moderators of news.announce.newgroups announced
that the INET groups would be included in future checkgroups messages.
This decision was made so as to facilitate issuance of checkgroups
messages for the Big 8, rather than in recognition of which INET groups
had demonstrated traffic or interest.

This proposal would remove 31 of the the former INET groups that have
little or no traffic, and in some cases overlap or duplicate newsgroups
in the main Big 8 distribution.

comp.theory.dynamic-sys and comp.theory.self-org-sys have had one
discussion thread "*Real* Distributed Computing" cross-posted between
the two groups and several other groups including comp.distributed,
comp.object, comp.theory.cell-automata, and comp.theory.  It is
improbable that participation was coming from either of the two groups.

comp.theory.self-org-sys had a discussion thread "I need an email
calendar for non-profit org" cross-posted to alt.management,
alt.office.management, soc.org.nonprofit.  It is not clear whether the
originator wanted the calendar software to help him self-organize, or he
thought a self-organization was similar to a non-profit-organization.

Both groups also get quite a bit of conference and similar
announcements, but no discussion of their own.
