This is a formal Request For Discussion (RFD) for the creation of the
unmoderated Usenet newsgroup, soc.support.stroke.

RATIONALE: soc.support.stroke

With the ever increasing frequency of strokes there seems to be a need
for this type of newsgroup now. This so persons stuck down with this
debilitating disease can get the support they and their families need at
a critical time in their lives, and where best to get this but from other
stroke survivors and their families

Nearly 5.3 million people die every year from stroke worldwide, and over 9
million people will be stroke survivors who are suffering after a stroke.
Nearly 1 in 4 men and 1 in 5 women around aged 45 years will suffer a
stroke if they live to their 85th year. It is estimated that by 2023 there
will be an absolute increase in the number of people experiencing a first
ever stroke of about 30% compared with 1983.

It is estimated that nearly 1/4 of men and 1/5 women will suffer a stroke
between the ages of 45 and 85.  Nearly 5.3 million people will die from
a stroke this year, and over 9 million people will suffer a stroke and
survive; and based on current growth, there will be a 30% increase in the
number of stroke victims worldwide (per capita) between 1983 and 2023.

There are a number of organizations involved with the management of
stroke, but there is not currently a stroke-specific Usenet newsgroup
where a stroke survivor can interact with other stroke survivors around
the world.  As the problem continues to grow, such a newsgroup may be able
to help stroke survivors and their families support each other, beyond
just the medical aspects of the disease.


CHARTER:

soc.support.stroke is a newsgroup to share information and experiences
by stroke survivors, their relatives, friends, caregivers, and professionals
in the field can share experiences and exchange ideas on how to cope with
the effects of stroke. This newsgroup will be for stroke survivors, and
the stroke survivors themselves will provide the policing.

soc.support.stroke is unmoderated.  The following are not allowed:

  * Off topic articles, including:
    - Personal advertisements
    - Commercial advertisements and money-making schemes
    - Chain letters
    - EMP spam

  * Articles with unacceptable content, such as:
    - HTML
    - Copyright violations
    - Excessive quoting
    - Threats and/or advocation of violence
    - Binaries, except PGP signatures, X-Face headers, and other
      ancillary meta-data
    - Personal attacks, including derogatory nicknames
    - Flames

 * Attempts to subvert the system, such as:
    - Forgery of valid e-mail addresses
    - Excessive morphing/nym-shifting


Posting with a non-replyable or "munged" address is discouraged.

If desired by the readership of closely affected groups, the discussion
